Shirley has a successful record of project management, funding, intergovernmental coordination, and delivery of complex and controversial projects. Her 30+ years of experience includes regional and local transportation planning in partnership with Caltrans, Orange County Transportation Agency, Southern California Associations of Government County, Transportation Corridor Agencies, County, and local cities. While representing local agencies, Shirley has coordinated with the development community to assist in achieving conditioned improvement including the delivery of the I-5/I-405 Interchange (El Toro “Y”) in cooperation with the Irvine Company, the project development of transportation improvements associated with the $83 million fee program for the Irvine Business Complex (IBC); and the upgrades to the Crown Valley Parkway/I-5 interchange with participation by the Mission Viejo Company and the adopted Crown Valley Fee program.

Shirley brings leadership and a cooperative approach to each project. She has a diverse background in transportation including regional planning, goods movement, development review, neighborhood traffic management, traffic safety, traffic operation, and traffic signal system management including the application of Intelligent Transportation Systems (ITS). In addition, she has had a successful career of obtaining grant funding for projects including the required follow-up in obtaining approvals to proceed and the preparation of documentation for reimbursement. Shirley has recently goods movement obtained her LEED AP certification, which she pursued to understand the evolving environmental aspects of development & construction and how similar sustainability goals might apply to transportation projects

Glen has 30 years of experience in the planning and management of a diverse mix of construction projects. While employed with notable land owners and developers, Glen was responsible for rough grading operations and construction of public works infrastructure improvements required to support the development of various master planned communities located within the Southern California region. These projects included the construction of publically funded arterial roadways, bridges, flood control & master storm drain facilities, sewer & water distribution systems and community parks with budgets ranging between $150MM and $500MM per project.

Prior to co-founding Land CM, Glen served as Director of Land Development for Centex Homes - California Coastal Division and was responsible for all infrastructure improvement construction operations. Previous to his employ with Centex Homes, Glen had effectively planned and managed construction operations for the extremely successful 3500 unit Master Planned Golf Course Community of Talega in San Clemente, California. He also served as Construction Manager while employed with The Irvine Company overseeing infrastructure improvements for various projects within the Irvine development area.

Glen's ability to manage the most complex construction projects while establishing and maintaining productive relationships among contractors, professional consultants and public agency officials is unmatched in the industry. Glen has the experience and knowledge to effectively plan and manage large scale earthworks operations, major roadway improvements, golf course developments, parks and other community amenities. He has managed infrastructure improvement projects funded through various public funding mechanisms, which have required strict adherence to the public contract code. He possesses a California Contractors License – "A" (Engineering) and is a CMAA Certified Construction Manager.
